Integrated Development Cluster – Uruçuí-Gurguéia
Situated in the South of the State of Piauí, this Cluster includes the following municipalities: Alvorada do Gurguéia, Antônio Almeida, Baixa Grande do Ribeiro, Barreiras do Piauí, Bertolínia, Bom Jesus, Colônia do Gurguéia, Corrente, Cristalândia do Piauí, Cristino Castro, Currais, Eliseu Martins, Gilbués, Manoel Emídio, Monte Alegre do Piauí, Palmeira do Piauí, Redenção do Gurguéia, Ribeiro Gonçalves, Santa Filomena, Santa Luz, São Gonçalo do Gurguéia, Sebastião Leal and Uruçuí. The most dynamic centers of the grasslands of Piauí are the municipalities of Uruçuí and Bom Jesus.
The most relevant productive chain in the Cluster is the grain complex. As well as soy beans, rural producers from the South of the country produce other crops in the region, such as rice and sweet corn, and adopt modern technology with intensive use of mechanization, fertilizer and soil correction. Inoculants for nitrogen fixation, selected seeds, crop rotation, adequate crop treatment and the practice of direct planting are all applied.
The cluster has huge areas of grasslands with deep and flat soils available to be incorporated into productive areas. As well as the physical aspects, there are also the extremely favorable economic aspects, such as the low price of the lands, the strengthening of the grain chain and the existence of Banco do Nordeste as a financing organ/institution.
Apart from the huge grassland areas, the Cluster also has areas on the banks of the Rio Gurguéia, which can be exploited with irrigation. Water used for irrigation comes from underground water deposits in the area, of excellent quality for this activity. At present, the irrigation potential is of 3 thousand hectares. There is also availability of limestone deposits and mills, which are inputs of fundamental importance for the grassland agriculture.
With gently undulating topography, it is possible to use high technology mechanized agriculture. The Cluster also has paved highways which cross the Cluster from North to South.
Immense grassland areas are available for grain production. These are flat, deep and well drained soils which provide easy mechanization and achieve high productivity.
With grain production, other activities were established, such as machinery, equipment and implements sales, production and sale of inputs in general, such as fertilizers, seeds and agrochemicals.
There are business opportunities for the implementation of grain crushing industries, cotton plants, textiles, bulk warehouses, transport and trading companies.
There are also opportunities for specialized consultancy firms, project offices, soil, water and leaf analysis laboratories, mobile patrols, seed improvement units, labor, trade and business logistics companies.
There are great opportunities for auxiliary activities such as hotels, restaurants and leisure equipment; manufacturing and sales of machines; equipment and implements; fuel sales; production and sales of packaging; plant nurseries; production and sales of agro-chemicals; production and sales of seedlings and seeds.
Other opportunities in the Services sector: project and technical support offices; specialized farming consultancy; rural tourism; ecological tourism; soil, water and plant analysis laboratories; mobile patrols; seed improvement units; courses specialized in rural, agro industrial and agricultural commercialization activities; agribusiness logistics.
Tourism Cluster – Costa do Delta
The Costa do Delta Cluster encompasses five municipalities and has a coastline along its 66 kms, forming a unique example of a delta, different from those in other regions, the Parnaíba River Delta, which presents a peculiar landscape and a variety of fauna and flora.
It is the only delta on the American continent in open sea and the third largest in the world, formed by five branches of the river which flow into the sea and which, in contrast with the dunes, form an archipelago spotted with 78 islands, creating ecological routes with their inlets and closed vegetation with mangroves, in a total area of 2,700 km².
Other natural attractions worthy of mention are the Sobradinho and Portinho Lakes, ideal for leisure and recreation, with dunes, dense vegetation and a berth for practicing water sports. Its beaches offer a landscape of unparalleled, unspoilt beauty, of which the most noteworthy beaches are: Pedra do Sal, Coqueiro, Macapá, Barra Grande, Cajueiro da Praia and Atalaia, the latter being the most popular along the coast, as it offers a range of leisure options and has good tourism infrastructure and services.
Infrastructure
Highways
The total length of the highway network in the State is 54,833 km crisscrossing the whole State. There are connections to the south of the country, going through the Federal Capital. Other highways provide access to the North and Northeast regions in the east-west direction.
Railways
In Piauí, the railways total 523 km in length and interconnect the capital with the region's ports and neighboring states. The main products transported are: iron ore, cement, petroleum derivatives, leather goods, fertilizer, carnauba wax and food products.
The most common activity in Teresina is unloading of goods (99% of cargo handling) and this comprises essentially petroleum derivatives, cement and fuel oil.
Airports
The State has two airports: one in Teresina and the other in Parnaíba, both with asphalt surfaces, equipped to perform landings and take-offs of large aircraft.
Teresina airport has daily flights to all the capitals in the country. Parnaíba airport, however, is more used for charter flights and tourism.
Fiscal Incentives
State Law nº 4503, of September 10th, 1992, establishes a fiscal incentive relating to Sales Tax – ICMS for companies responsible for industrial or agro-industrial enterprises, priorities in the State, with implementation, relocation or revitalization. The period of the investment is 10 years, counting from the companies' first invoice. The terms of the incentive are as follows:
a) unique enterprises in Piauí: 100% exemption from ICMS due in the first five years, from the 6th to 7th year, 60% reduction in ICMS due; from the 8th to the 10th year, 30% reduction of ICMS due. For enterprises which, upon implantation, employ local labor amounting to 1000 direct jobs, received 100% rebate on ICMS due in the first eight years and 60% in the 9th and 10th years;
b) enterprises which operate in sectors already represented in Piauí receive a 60% rebate on ICMS due in the first five years, 40% in the 6th and 7th years; 20% in the 8th to 10th years and, in the case of expansion of an expansion of an enterprise, there is a 60% rebate on ICMS due in the first three years and 40% in the 4th and 5th years.
State Law nº 4525, of December 17th 1992, establishes subsidies for consumption of power for irrigation. The incentive consists of exemption from a percentage of the value of power consumption by a farmer, according to irrigated area. Up to 10 hectares, there is an 80% discount on the power Bill; from 10 to 30 hectares, 65% discount; and from 30 to 50 hectares, a 50% discount.
