Integrated Development Cluster – Southern Sergipe
The Southern Sergipe Cluster has an area of 8,345 km², encompassing the municipalities of Arauá, Boquim, Cristinápolis, Estância, Indiaroba, Itabaianinha, Itaporanga d´Ajuda, Lagarto, Pedrinhas, Riachão dos Dantas, Salgado, Santa Luzia do Itanhi, Tomar do Geru and Umbaúba, as well as the municipalities of Itapicuru, Jandaíra and Rio Real, in Bahia. The municipality of Boquim is the main center for polarization in the region due to its high level of citrus fruit production. It lies 69 km from Aracaju 69 km as the crow flies.
This Cluster is number one in orange production in the Northeast and is the second-largest nationally. Around 50% of produce in natura is exported to other states in the Northeast. The process fruit is exported to the United States and Europe. Much of the produce is obtained from small orchards, split amongst small farmers, which means this activity generated income and employment.
The Cluster is located near large consumption centers such as Salvador, Maceió, Recife, João Pessoa and Natal. With its renowned vocation for citrus fruit farming, there is technology and fertile soil with sufficient competitiveness to supply the Northeast and its concentrated juice industries.
Available labor has a reasonable level of skill for farming and agro-industrial activities. The Cluster has a good port structure, a satisfactory highway network and a well-structured bank network.
There are large areas for production of oranges, tangerines, limes, passion fruit, coconuts, papaya and cattle, sheep and goat farming. Other opportunities lie in the service sector, in project and technical support offices; farming and specialized consulting firms; laboratories for soil, water and plant analyses; mobile patrols; courses specializing in rural, agro-industrial and agricultural trade activities; agribusiness logistics.
Tourism Cluster – Costa dos Coqueirais
Covering 18 municipalities all along the coastline, the Cluster benefits the resident population of 931 thousand people.
Tourism at the Costa dos Coqueirais Cluster is characterized by leisure, cultural and business events. There are beautiful beaches, with sun and sea all year round, catamaran and diving trips. The beaches within the cluster are: Artistas, Hawaizinho, Atalaia, Aruana, Náufragos, Robalo, Refúgio and Mosqueiro. Also to be found in the coastal municipalities are options for adventure tourism and fishing.
Another natural attraction in the Cluster is the river estuary and its mangroves. There are also the Cajueiros, Augusto Franco and José Rollemberg Leite parks, attractions ranging from water to kids' rides, horses and a zoo, all with equipment and services. The rich cultural heritage that tells the story of the state's colonization is to be seen in the churches, museums and architectural wonder, found in the city of Estância. It should be noted that handicrafts made from ceramics, cloth, wood, fiber, leather, cotton, palm fronds and fruits are sold throughout the state and outside the region.
Infrastructure
Highways
Two federal highways traverse the State: BR-101 (north-south direction) and BR-235 (east-west direction). The State Highways interlink with the BRs. The Green Line is another access route to Salvador, following the coast from Pirambu to the capital of Bahia. All municipal centers have paved roads interconnecting them.
Railways
The rail system is administered by the Mid-Atlantic Rail Company and connects Aracaju to Salvador, Maceió and Recife. It is currently more used for transport of cement, fuels and urea, but there is potential for the stretch to be used for tourism.
Airports
Unveiled in 1998, Aracaju airport has modern facilities in a built area of 8000 m². It handles the main domestic airlines as well as international flights.
Ports
The Port of Sergipe lies 15 km from Aracaju, in the municipality of Barra dos Coqueiros, connected to the BR-101. Its modern equipment enables handling with costs which are amongst the lowest in the country. It is an off-shore port and its docking wharf is 2,400 m from the coast. The port infrastructure occupies an area of 200 hectares and houses support facilities. The warehouse has a usable area of 2,400 m² and a fenced patio with a further 2,300 m².
Fiscal Incentives
Through the Sergipe Industrial Development Program – PSDI and the Fund for Support of Industrialization – FAI, the Government of Sergipe seeks to encourage and stimulate industrial development, granting the following forms of support:
Financial – the State underwrites stocks in new industrial loans, incorporated at nominal value. The resources come from the FAI or from CODISE – Sergipe Industrial Development and Mineral Resources Company, or through transfer of warehouses or land belonging thereto, up to a limit of 30% of investment in fixed assets, using as a frame of reference the future generation of Sales Tax (ICMS). Financial support is also given, in the form of shareholding, to hotel complexes, when considered necessary for development of the State.
Fiscal – exemption from Sales Tax on capital gains by new or already-established industries, whose investments increase productivity; Grace period for Sales Tax due, including that resulting from substitution of taxes, for ten years, with an identical repayment period for new enterprises, potentially extensible to a maximum of fifteen years, depending on the industry's relevance for the state in social and economic terms; exemption from Sales Tax in purchases of raw materials, inputs, secondary material and packaging.
Credit – loans of up to 100% of the amount of Sales Tax collected in the month, to be granted to new enterprises or industries already in operation, with a period of 10 years with the same period for repayment, taking the real growth of Sales Tax owed as a parameter.
Location – granting or sale of land or industrial buildings or exchange of such property for implantation of industries at subsidized prices.
